The forestry mission is under the umbrella of the National Action Plan on Climate Change. The mission recognize that climate change will seriously affect and alter the distribution, type and quality of natural resources and associated livelihoods of the people. It acknowledges the influences that the forestry sector has an environmental amelioration through climate mitigation, food security, water security, biodiversity conservation and livelihood security and forest-dependent communities. Under this mission, afforested areas will go up to 20 million hectare by 2020, reducing greenhouse gas emissions by 6.35%. The mission also has targets for different types of forests, such as moderately dense forests, degraded forests. The mission is looking at key roles for local communities and decentralized governance for the implementation. The critics, however, point out that the mission is too vague to be meaningful. The operational guidelines would have to be spelled out more clearly.
