Significance

The institution of Civil services has evolved over a long period of time shaped by the changing realities of time having implications for its structural, procedural and behavioral profile. Unlike the past, civil servants in any modern, democratic welfare state carry out a wide range of quasi legislative, quasi-judicial, regulatory, economic and advisory functions to convert the vision of the government into reality. In other words, the operational domain of civil services has kept on expanding over the years in response to the rising aspirations of society and the challenges emanating from the increasing complexities of modern industrial society. Today, Civil Services is involved in the management of affairs like education, public health, environmental conservation, infrastructural development, rural and urban development, transport and communication, social justice, women empowerment and child development to mention a few. Further the dynamics of the globalizing world and its associated challenges and opportunities have in totality enhanced the nature, role and significance of Civil services.

It is a great stabilizing force to our polity, economy, and society in general. No doubt, our quality of life, among other things depends heavily on the efficiency, effectiveness and moral uprightness of civil services.
